I've replaced a few phones that, when finished, would just say 'Searching...' All the times I've asked the customers, they said that they deactivated the phone and switched to a different phone while their iPhone is getting fixed. I believe it will say 'Searching...' when the owner of the phone has deactivated the phone. There is nothing internally wrong with it.
