Why is the engine over revving?
With the engine running the governor doesn't seem to be controlling the engine rpm's and over-speeding. Throttle control cable doesn't seem to be controlling the engine
speed whatsoever.

tjcox6841, Tom, You did not state your engine or model #, so I will post some what generic answer. Sounds like the governor linkage may be stuck, broken linkage/spring. Look for dirt/debri around the governor linkage and wash/brush/blow any debri from linkage and ensure linkage mechanism is intact and hooked up and throttle cable is still hooked up and not broken/seized on. tjcox6841 here is the description from the manual for the TVS series engine. Let us know if this looks like what your engine uses. If so, I can probably provide you with the rest of the manual, but cannot post it due to size limitation. Post some images of your engine, your carb and your governor linkage etc. Use this guide to do so. This will allow us to see what you see.

tjcox6841 anything related to engine adjustments etc. will be in the Tecumseh manual. Let us know if you can find any model number or other indicator on the engine.
My cross reference shows that your mower should have a Tecumseh TVS840-8014B
