@darkwrench that is usually caused by a shorted USB port. Check the port for any bend or broken pins. After that you will need to check the motherboard on the USB port for a shortcircut. The Dell™ Inspiron™ 531s Owner’s Manual includes how to be Removing and Installing Parts starting on page 101.
