Laptop threw this at me today. Steps I have tried:
Go into BIOS, turn on Legacy/turn off secure boot. Make sure boot order is correct.
Go into BIOS and load defaults. Reboot. Nothing
Go into system diagnostics, check hard drive. Says there is no hard drive to check.
Tried f11 for windows recovery, can't load windows recovery.

From what it sounds like, you probably have a failed SSD. While it is rare for SSDs to fail, and at such a young age, it is possible due to various problems.
I would access wherever your SSD is and make sure that it didn't come loose somehow.

@blintz this is just to augment the excellent answer given by@thecommodorefan It looks like your computer does not use a HDD but a SSD. Let us know which drive shows in your BIOS as boot drive. Use this HP ENVY X360 13 Convertible PC Maintenance And Service Guide to work on your computer. Page 30 deals with the SSD. Scroll down to chapter 7 and work through the diagnostics. This will tell you all about the HP Notebook Hard Drives & Solid State
This "windows recovery, can't load windows recovery" is to be expected since your computer can't access the drive.

@thecommodorefan it's all good. I just can't add it as a comment to your question since it will lose the links. Your answer is spot on! Just maybe next time elaborate a bit. We just never know enough of the OP to see what their background and knowledge base is. When you find some time, put some stuff about yourself on your About page. That way we can "determine" if you have a cool specialty or even just a cool hobby. After all, that what makes us community.

The diagnostic in chapter 7 is one I already ran, that's the f2 system diagnostic that said it couldn't find a hard drive to check. Should I take it to be assessed by a technician? I know it's out of warranty but I think there's a reasonable expectation that a SSD should last longer than that, if that's what actually failed.
@blintz not sure how old your system is. If you take it somewhere, you will probably have to pay for it. Might as well just start from scratch if you know it is your SSD that has failed. You can replace it yourself and save the money for the technician
I think it's only 2 yrs old, maybe closer to 3?
