Power button keeps blinking
- When I plug in the power cord the power button starts blinking. With or without the battery installed.

This may work for your model:
Do a hard reset of your laptop by holding down the Win + B keys on your keyboard while powering on the computer the normal way Does that help?
Have you tried the pressing F2 while turning on for the HP Diagnostic menu?

Well check that the power cord is plugged in correctly and that the outlet is working. If the power cord is plugged in, but the power light is still blinking, try pressing and holding the power button for a few seconds.
