trying to fix if possible
trying to diagnose this laptop so i can fix it. would a power surge fry the bios chip and make it unusable and how do i diagnose a dead cpu

You don’t state what the problem is or what indications (if any) are being shown by the laptop when the power is connected.
If no indications of power then the first thing to check is if the all the distributed power supplies in the laptop are available when required. You did say that there was a power surge so checking if the power supplies are all OK would be the first thing to check before worrying about the BIOS or CPU. Electronics need power to operate.
By this I don’t mean just the battery or the charger. They are just the primary sources of power. Their power is distributed by the various power regulators on the motherboard to supply the different voltages required by the motherboard, i.e. +5V, +3.3V, +1.5V etc.
To find out if they’re all OK using the schematics (check that I’ve linked the correct one - the motherboard’s model number is printed on the motherboard) makes it easier than trying to look for any obvious problems on the board which I presume you’ve done e.g. damaged or burnt components.
Once you have determined that all the power power supplies are OK then start with the IO chipset. It is the one that controls the motherboard and interfaces the motherboard with the CPU i.e. bIOs -Basic Input Output System. If it is getting power OK then you have to check whether it responds to the various inputs i.e. power button etc. If it does then you should get some indications when power is connected -charge light or when switch on, the fan, HDD etc. After that maybe look at the CPU

everything on the motherboard is fine cause it gets power but i'm trying to diagnose if the bios chip went bad or the cpu is dead since it won't post
My point was are ALL the voltage supply rails OK? If the BIOS or CPU aren't getting any power then they won't work in any case.
Not sure what you mean when you said ".......motherboard is fine cause it gets power" Does this mean that you checked all the different value voltage rails or just that there is a voltage on the motherboard?
The schematics gives the sequence of the different voltages required on the board from startup.
@jayeff the motherboard itself powers on just won't post
I'm not trying to be pedantic but did you check all the voltages e.g. measure the vcc voltage on the IO chipset?
If so did you try a power refresh by removing the battery and the cmos battery?
@jayeff many times i tried the power refresh and it just won't post so it's either the bios chip or the cpu
