Hello guys
I want to use handoff or airdrop in my mac mini, do I need a new airport card?
If necessary, please provide us with a compatible list.
I've already tried Bluetooth dongle, but it's not activated.

Sadly, its just not possible to upgrade your AirPort. There are two aspects the hardware connection is very different between your system and the needed AirPort board and the OS level you require for your system won’t support it.

Sadly no. Apple altered things enough to prevent it.

Hey, I used a beta version of the Continuity Activation Tool and it was activated

One of the biggest risks these days is RAT and Malware which your system was protected, using the tool puts your system ore at risk. I don't recommend using this tool instead if your system can support the newer AirPort board I would go that way. Sadly your system doesn't offer that as an option.
