HP Envy 4520 blank screen
Yesterday when I turned it on, all I get is a blank blue screen. I tried
power cycling several more time to no avail. Other devices in the house
are working normally off the WiFi. What diagnostics can I perform?
Had the same exact problem and couldn’t fix it and I couldn’t find the answer. My wife got upset with the printer, so she opened up the scanner lid, then, opened up the lid to access the ink cartridges. Blew air in it, and slammed the lid closed. And BINGO. fixed.

Was about to buy another printer since all advice I could find was to unplug and restart. Saw this and blew out dust from inside and closed the lid and then it started working.
@drrmorgan try this first
(1) Turn the printer on, if it is not already on.
(2) Wait until the printer is idle and silent before you continue.
(3) With the printer turned on, disconnect the power cord from the rear of the printer.
(4) Unplug the power cord from the wall outlet.
(5) Wait at least 60 seconds.
(6) Plug the power cord back into the wall outlet.
NOTE: HP recommends connecting the printer power cord directly to the wall outlet.
(7) Reconnect the power cord to the rear of the printer.
(8) Turn on the printer, if it does not automatically turn on.
The printer might go through a warm-up period. The printer lights might flash, and the carriage might move.
Wait until the warm-up period finishes and your printer is idle and silent before you proceed. from here After that try a firmware update as directed on here

I tried all of this with no success. Now what can I do? I need some serious diagnostics and tests (I am an electrical engineer and have much experience with electronic devices).
@drrmorgan does it accept the firmware at all? No change whatsoever? Problem here is that no schematics etc. are available.
When I downloaded the firmware, it did not complain, but there was no indication that anything changed - still just a blue screen and no response when a pring job sent.
In my case, no such easy solution worked. It is probably a power supply problem, but I have been unable to find any instructions on-line to remove, disassemble, and troubleshoot.
