Restored iPhone 7 to iOS 12.1.4, the phone was stuck on the Apple logo and this is why I had to restore it. It restored successfully and got me to the Hello screen but iTunes says “The iPhone could not be activated because the activation information could not be obtained from the device”. On the iPhone itself it says “Unable to activate” “An update is required to activate your iPhone”. How do I fix this, what could be the problem?

Check the iPhone via 3UTools and see if IMEI is present. You can also check this on the activation lock screen with the little circle information symbol at the bottom right of the screen.
It sounds like a baseband fault which means it’ll require micro-soldering to fix from a reputable phone repair shop.

I do micro soldering. The IMEI isn't present in 3U tools. Only the serial number. And on the phone in the "i". There is no other information but the serial number only
Sounds like baseband PMU needs to be replaced as you've said it was stuck on apple logo and now this issue occurs.
What about the Baseband CPU next to the CPU?
Could be that too but you need to be careful removing it as it's near CPU that can only be reballed and not replaced as it's uniquely programmed to the phone for cellular service.
Any updates? I've seen two of these in the past 24 hours.

iPhone 7 series phones have serious issues.There is two component stands for that problem.
1- BBPMU
2-BBCPU
If the BBPMU is damage that the solution but if the BBCPU is shorted no any solution.
