@wasult for a hard reset:
1. Press and hold volume up
2. Press and hold power while holding the volume up
3. Release power when RCA logo come up
4. Scroll down to wipe data factory reset
5. Use power button to select
6. Scroll down to delete all user data
7. Use power button to select
8. Select reboot system now

It doesn't always work then what?
Having the same problem telling me to sign in on previous account devise was synced to
I don’t see any “delete all user data”

I have followed these steps many time .... After rebooting and its asking me language... It says verify account and asks me to sign in with a Google account that was previously synced on the device.....
Any additional advice!?!?!????

Ana, this is an old question. You may not get any help here.. try asking your own question or click on the device icon at the top right and scroll through other solutions. In the first place you should contact the seller.
What if you lost contact info for the seller I'm having the same problem says sign in with google account previously synced on device what do I do?

Tried this with 2 Galileo Pro's, now they're both stuck at the "Just a sec" screen with constant app crashes. Solid tablets for sure.
