My iPod will only turn on when plugged in.
When my iPod is plugged in, it shows that the battery is charged, and it will play music, but when I unplug it, it won't turn on.

Diana Clark, sounds like your battery is no longer holding a charge. I would start off by replacing the battery using this guide. The battery is available at places like this. Hope this helps, good luck.
