mowers dont have propellers. They do have blades. it wont work if
- the motor isnt running.
- it is totally dull/damaged
- the retaining nut is loose and it is about to fall off
- the key on the shaft is stripped
Follow instructions in your manual to remove and inspect/sharpen/replace the blade retaining nut or mower.
