Incorrect battery level display

When I turn on my electric scooter, the display shows only one battery bar, as if the battery is empty, even though it is fully charged. The scooter does not move at all, and when I press the brake, there is no response or signal.

I have checked that power is reaching the start button and the brake lever, and both seem to be working properly.

What could be causing this issue?
