When I turn on my laptop, the power button lights up the light keeps flashing but does not turn on, but I hear the fan spinning

Reset the PC by pressing down the power button and letting the system go off, then restart the system again after 1-2mins.

If that didn't fix it, you can open the laptop n reset the battery by removing the connector and inserting it back after 2-3 minutes.

It this doesn't work, your PC needs BIOS flashing
