Main headlight adjuster not working

A 2016 Mazda cx 3 fails inspection do to a faulty main headlight adjuster

According to the manual for the car not all models have this system. so what is a good way to check if the car has this system installed or not? and if the car should not have the system how to pass inspection they fail me for not having it?

and second what are the most common reasons for this issues?
