How far does it boot into Windows before it restarts all over again?

Try the following:

Start the laptop and when it boots into Windows, press and hold the Power button operated to force stop it.

Do this 3 times in a row i.e. start > boot > force stop > start > boot > force stop > start > boot > force stop

On the 3rd attempt hopefully it will boot into the Windows Recovery Environment menus.

When in WRE, select Troubleshooting > Advanced > Startup repair and follow the prompts.

Do not select Reset this PC, because if you select the wrong option after this you can erase all your personal data as Windows will be reinstalled.

If you can't get into the WRE menu for whatever reason or Start repair doesn't work create a Recovery disc and try that.

You can create a Recovery USB from any known working Win10/11 PC. All you need is an 8GB flashdrive and 60-80 minutes of time.

In the host PC go to Control Panel > Recovery > create a recovery disc, and follow the prompts.

Once you have the recovery disc, start the laptop and get into BIOS to change the boot order to USB first boot option, insert the USB flashdrive into the laptop, save the changes, exit BIOS and restart the laptop.

It should boot into the WRE menus from the USB drive. Once there go to Troubleshooting > Advanced > startup repair etc.

Once the repair is finished, close down the laptop, remove the USB drive and then check if it starts OK.
