My high beams don’t work, my high beam relay is missing, and the internal pieces of the powerbox are missing. Is this normal?
Attached are pictures of the relay layout, the relay box, a picture of an outlet with metal receiving prongs, and a picture of an outlet without the metal receiving prongs.

Has it worked OK before?
Try inserting a 15A fuse in fuse position E (marked as 15A Quad lamp) and/or a 20A fuse in fuse position F (marked as Spare).
I think that with some models there's a Front Control Module used to control the high beam and also the DRL and perhaps the relay is there, but that doesn't explain the fuse box cover marking in your vehicle or the missing relay connector
Here's the wiring diagram for a 1998 Dodge Ram there is no headlamp relay used.
The low beam is fed via a 15A fuse #1 in the passenger compartment fuse block (marked as headlamp switch) and the high beam is fed via a 40A fuse #5 (marked as headlamp switch) in the engine bay fuse block. Their operation is controlled by the headlamp switch and the dimmer switch only

Here's a link showing the fuse block layout for a 1998-2001 Dodge Ram.
The fuse location description matches the wiring diagram above and the layout matches the one shown in your image BUT the designations don't match.
It shows 5 (40A) the Headlamp switch (the wiring diagram shows Fuse 5 40A) but the designation shows FA5 brake lamp (this is assuming FA5 =fuse #5) and your image shows 20 Amp Stop Lamp.
This link for a 1998-2001 fuse box layout shows the headlamp switch as Fuse F and the high beam headlamps as Fuse E and the high beam relay is R4. Your cover shows Fuse E as 15A quad lamp and Fuse F as Spare and R4 as Quad Hi Beam relay.
The two layout links above are for the same year models and the layout matches your cover but the functions for the fuses etc regarding the Hi Beam headlights aren't the same. Very confusing

Hi, sorry I just saw your answer. I bought the truck from the junkyard and have everything running, but this issue. Passed smog, just needs to pass brake and lamp. So I don’t know how it used to run.
Honestly, the cover could be from another truck in the junkyard when I was cannibalizing similar trucks, but it could also be the right one.

Just to add to @oldturkey03's answer, the wiring diagram doesn't show a relay involved in the high beams at all, so the fact that your fuse box is missing the relay that's labelled as the high beam relay doesn't really mean anything since it's not supposed to have one anyway.
What you'll want to do is find the wire that's labeled on the diagram as VT/WT (I think - VioleT/WhiTe, maybe?) where it comes out of the multifunction switch. You can double check the wire color by the one that's connected to the high beam bulb at the headlight itself. See if it's getting power when you turn on the high beams. If not, you probably need to replace the multifunction switch.
If it does have power, check that same colored wire at the high beam bulb and verify you're getting power there. If not, then it looks like it might be a wiring problem between the switch and the bulb. If it's got power to the bulb, then I dunno, maybe you've just got two bad bulbs.

@ericblanto73327 your Quad does not have a relay. It uses the same fuse box as the other models but does not utilize a hi-beam relay. As a matter of fact there are no relays for the headlights at all. All of that is controlled by "headlight drivers" in the TIPM (Total Integrated Power Module. I loathe those things). So, unless you have an actual wiring issue, it is your TIPM that is the culprit. Of course, there are no schematics etc. which would allow us to check the TIPM.

@ericblanto73327 that is factory for any model which is not a “Quad” I wonder if on all other models the BCM is taking over the function of the relay. Let’s see what we find out.

It’s a 1999 dodge ram 1500 v8 magnum laramie slt 5.2 liter. It’s a quad cab.
