Ring 2 device not registering.
Can not register device, the light never spins when depressing button in the set up process, battery is fully charged and wired up to house door bell wiring. I have performed a reset but it still is not working.

it might just be an issue on rings end. Specifically with software or internal parts. Depending when you bought it you might just be able to return it or get ring support and call them at this number.
