Wrired Upload Speed Issues

I have issue with low download speeds. I have 40Mbit download current speed, my customer is just donwloading at about 4Mbit speed however. On the opposite side, transfer speed is pushed to the limit. Utilizing Transmission customer. I have 25% of the record downloaded and customer says 100% accessibility, so there ought to be no motivation to not go max throttle. I have set open port and made each setting to make it quick, added not many public trackers.
