Mac Pro not giving apple loading screen

I just got a Mac Pro and I’ve been using Windows on it but I wanted to do video editing so I decided to use macOS but when I tried to boot into recovery it didn’t give a mac choosing screen and it wouldn’t let me boot from CD or USB, I couldn’t even get it to boot to startup manager. Can anyone help?

System specs:

dual Cpu Intel Xeon, 10 gigs ddr3 ram, 1 tb hard drive, and a different graphics card (Pegatron graphics card I think,I have a feeling that is the problem because the one that came with it died eventually)

My first though is that the machines system has been upgraded using, probably DosDude patch. With these patches into Mojave or Catalina the loading screen does not appear, it just opens to the full screen.

Second thought is the video card, if it is set up for Mac or has been flashed to Mac and is it Metal capable.

Personally I would attempt a boot from a known intact system like Sierra.

I have not been using the dosdude pitcher, it has been kept on sierra. I mean its possible that its the video card because I'm not using one that came with my system.

If this started happening when you changed the video card then I would assume it is the video card. If it is a 2009 4,1, did you do the flash to 5,1 to load Sierra?

Do you have an earlier system on another hard drive you can attempt boot from?

The system is a mid 2010 Mac Pro it had a ATI Radeon 5770 in it but it had died on me. When I try using it the boot chime keeps going over and over. I am thinking about buying a excellence 570 8gb xxx edition, and see if I’ll be able to run Mac OS on that but, I have tried installing Mac OS on my hard drive through the same model computer and it doesn’t do anything on mine at all. I am hoping that it’s the graphics card and not the system’s files being changed, and only reading windows based files.

I also don’t know if you can get drivers that will support Mac, I have checked but only found boot camp drivers.

I had attempted to boot it from a Mac OS X snow leapord hard drive, it was recognized but it was not booting, even after an hour of letting it try to boot. I had installed it on a 5,1 Mac Pro
