Why does the screen scroll uncontrollably?
I am struggling with the uncontrollable scroll issue what is causing this?

Does it happen when using Windows Edge or any other browser that you may have installed e.g. Firefox or Internet Explorer 11?
If not then there is a problem with Chrome.
Try uninstalling it completely and then restart the laptop and download Chrome and install it again and check if it still happens.

You have provided the serial number and not the full model number.
It is the full model number that is required in case replacement parts are required
Check the information label on the underside of the laptop for the full model number information

Does the screen also continually scroll when in you are in the BIOS setup menus you didn't say?
This is just trying to see if it is a hardware problem or a Windows software problem as Windows is not operating when you are in BIOS
Also could you confirm that the laptop model number is HP 15-db0000?

No, it doesn't the problem only occurs whilst browsing on chrome like any news website or a Youtube video.
I tried master reboot & uninstalling the mouse too as per the recommendations on the YouTube tech help videos but the problem still persists what can be done?
