Wen I call out it says the number I am calling is busy
dialing out always says the phone number I am calling is busy I have tried different numbers and all say busy

There are several issues which may result in your phone service giving you a busy signal. Your service may be disrupted due to an outage, the number you are calling may be unavailable or the line may be legitimately busy. ... Make sure that all of your phones are hung up properly. Check if the lights on your modem are on.

What is the make and model number of the phone?
Is it a telephone cable phone service or a VOIP (phone over internet connection) service?
Can you remove the current phone from the telephone socket and plug in another phone into the telephone socket to check if the problem is with the original phone or if it is still there when using the replacement phone?
If it is still there with the replacement phone then it is possibly a line fault condition or a problem in the telephone exchange.
What happens if you try to call your number from a different phone e.g. a mobile phone?
Does the call ring the phone and can you connect successfully?

Hello, I have small problem, if some one call me my line says busy, even my wife can't call me it's always busy, I just receive missed calls no more, plz help me how can I fix my line busy.

Are you asking about a mobile phone service or a landline phone service, as this page is about landline phones?
Is your landline telephone connected directly to a telephone cable or to a modem and the phone service is via an internet connection?
If it is direct via a telephone cable , remove all communication devices (if more than just the one phone) tied to the telephone cable in the premises e.g. any telephones, fax machines, adsl modems etc i.e. so there is nothing connected to the line in the premises and then call your phone number using a mobile phone etc.
If you still get busy then there is a problem with the telephone line or the equipment in the telephone exchange. Contact your telephone service provider about the problem.
If you hear ringtone in the mobile phone then there is something wrong with one of the devices that you disconnected from the line.
If your phone is connected to a modem and uses an internet connection, first check that the phone settings in the modem are correct and if they are, contact your service provider about the problem
