Why is the filter stuck?

The filter cyclone for my Eureka Airspeed Gold HEPA AS1001A vacuum i'm not able to twist to remove from the lid because it's stuck.. if u know how to twist it, lemme know how to do it the right way.. if i still fail, where to find the whole part (the lid and the the filter) to replace?

okay..

i already replaced filters and cleaned out the dust and all that.. when the handle is on for ‘floors’, it vacuums the carpet real good, but when is on for ‘tools’, it vacuums too weak, why’s that? i already checked the hoses to clean out and still too weak.. any other options/suggestions that i might have missed?
