However,if your iPhone is damaged,and won’t power on,you can’t really recover the data.

You mean you want to Recover deleted photos Data from iPhone XS Max ? Actually, if there is a backup, you can directly recover from backup files. If no, you can ask help from iOS Data Recovery tool. Usually, before the deleted photos being overwritten, they can be recovered.

If you have backed them up in iTunes/iCloud,recover from them is the easiest way.If not, you can perform a data recovery on your device. There is no official tool released by Apple so you need to search Google.
