Plugged in but not charging?

Whenever I plug in my laptop, the indicator shows "Plugged in, but not charging".

1) I have to wiggle or find the perfect point to get my laptop to start charging.

2) Once getting into charging state, I can move, pull, or do whatever physically with the wire + plug and it will not leave charging state.

3) Unplugging the outlet and plugging back in brings back "Plugged in, but not charging" notification, and I have to do the whole wiggle thing to get it to charge again even though I did nothing physical to alter / change the position of the AC adapter wire + plug.

It also makes a weird hissing noise until you wiggle enough to start charging.

What makes the hissing noise? Charger or laptop? It looks like a 2-wire output plug so you could check the output with an voltmeter. Is it possible to try another charger?

laptop makes hissing noise. I don't have a voltmeter but I'm guessing charger works and voltage correct (Charges perfectly fine once I find the "sweet spot" from wiggling in... and after that I can tussle charger and bend the wire or jack however I please and not lose charge at all).

'''++Coby Hong++'''  this does sound like an issue with your charger. So check that first. Turn your computer off and remove the battery. Then with your AC adapter plugged in see if you can restart the computer. If so you know that it works. You did not tell us if your battery holds a charge and if you can run the laptop on battery power alone. If that charger looks okay try this:

Restart your laptop and press F2 when dell logo appears to enter the bios setting there disable advanced battery charge mode and press F10 to save & exit the setting.

Depending on if you are running Windows and which version you are using you can try to open the Device Manager. Under "Batteries" you should see three items, one for the battery, another for the charger, and a third listed as "Microsoft ACPI Compliant Control Method Battery". Open each one of those and go to the properties window. there click on the "Driver" tab and then "Update Driver." Update the drivers for each one of the items.Go through the driver update process for all three. Once all the updates are done reboot your computer and plug it in again. If this did not resolve the problem see if uninstalling "Microsoft ACPI Compliant Control Method Battery" will fix this..
