I need help with an Apple ID Lock

Hello. Last year, I bought an iPad online, secondhand. I contacted Apple about this, and the person I spoke to said my tablet had been reported stolen a couple weeks before I purchased it. I asked if there was any way I could contact the owner, so that I could either return it, or have the owner remove the lock. They told me that it would be a breach of privacy policy to give me any information regarding the owner.

It has been several months, and I still haven't been able to contact the owner or remove the lock. I don't know what iOS the tablet runs on, and I have no way to figure it out. Any information would be greatly appreciated.
