iPad mini won't turn on

hey one of my friends gave me an iPad mini.. previously it had problem with the blacklight .I opened it up and i saw that someone tried to fix it with some resistors .. . I tried to charge it but it won't turn on.I measure the current that the iPad needs from usb and it was 0 amps.My question :

-> have i to change the power ic ? and if yes can i check it if it works?

->or something else?

NOTE:The battery is at 2,73V

hey i change a battery and the lcd open without the blacklight. After the apple logo apear the lcd turns black is a blacklight problem?
