Won't turn over with the key

I have installed a new solenoid and ignition and the battery has a full charge, but when I turn the key nothing happens, no clicking from the solenoid. If I short out the solenoid and turn on the key it will start. What do I check next?

My tractor lawn mover wouldn't start but gives click sound. I heck the battery, it has 12 volts. the model number 917.288515. Can you tell me the problem with my lawn mover?

@olliebob check the wiring from your ignition key. You need to give us your complete model number so we can try to find a wiring diagram. There should be an inline fuse that needs to be checked as well as the (seat/clutch)safety switches.
