Playback of recorded material is "garbled"

When I am playing the recorded information from my Panasonic Microcassette Transcriber, it sounds garbled. The tape is not spinning smoothly. It seems to be held up and then let go. I tried cleaning the heads with alcohol. The problem seems to be resolved for a few minutes and then starts again. I also cleaned it with compressed air and the same thing happened. It cleared up for a bit and then started again.

The rubber drive belt inside that need to be replaced. It is Panasonic part number RDV101YA and this website says they have it:

Yes. At first I thought it was the tape. But it finally just stopped working. The "spindles" (I don't know what they're called) stopped turning. I opened the transcriber and found what seems to be like a little "rubber band" that was broken. I guess that's what turns the "spindles." Is there any place that I can get parts for the transcriber?

Yes, that sounds exactly like what I need! Thanks! I'm going to order it and then try to figure out how to fix it. I bought another transcriber just like it (used) so that I can keep working. I was told everywhere I called that they don't repair them. That is so absurd! Anyway, thanks so much for your help!
