Yes it is stuck on the blender base. There are three gap locks two of those are outside the white rim but one gap lock has gone underneath the white rim when it should be on top how strange and I made smoothie in the morning and it won't open.
Those three tabs can become stuck. I would recommend unplugging the device and running a blow dryer around the perimeter to warm it up and then try to remove the attachment.
