Hi,
If the person you are calling is on the phone and has the Call Waiting facility enabled then you will get the normal ringing tone until they answer. If they do not answer, then the call will be switched through to their Voice mail facility, if they have it setup.
If the person you call is on the phone when you call they will receive a tone to indicate to them that there is another call waiting to be answered. They can choose to either put the current call on hold and answer you or ignore it and you will go through to their Voicemail.
If the person you call doesn't have the Call Waiting facility then you will receive the busy signal if they are already on the phone.

If you don't get a busy signal when you call a number what do you get?
If you get ringing tone, how long do you let it ring for?
Does it eventually go to busy or voice message? (allow 30-60 seconds of ringing time)
How about when you call someone then instead of ringing the tone goes toot toot toot what does it mean? Does it mean that he/she is already on call?

If by toot toot toot you mean the busy signal, it means that they are already on a call (or the line could be faulty if it's a landline) and they either haven't enabled CW or haven't got it as a feature.

Samsung Galaxy Note 2 have that short notification "call is waiting" if the person you call is on the other line while you dial their number. Didn't see the feature in Note 5.

Samsung phones indicate if the person you are calling is on another call by indicating 'call is waiting' but iphones just keep on ringing with no engaged tone
Older samsung phones had that facility but newer do not i think. S8plus never showed. Only way to know i guess is call on whatsapp right away, it will tell u if person is on another line or no
If we call someone after that too longg nothing sounnd like this toot toot a few sec the voicemail answer . Why like that ?

My friend and i both have samsung phones an s10 and s10plus..but for some odd reason when she calls me and im on a call immediately she can see that her call is waiting, yet when i call her and shes on another call there isnt any way of telling..how is this possible?

Check what settings are available / enabled in the Phone app.
Open the Phone, tap the 3 vertical dots > More options > Settings.
Another place to checkis maybe here:
From Settings, tap Notifications > See all.
2. Tap the Phone app for the following options:
• Categories: Configure notification options that are specific to this app and see if the option for notification on calls to CW is there or not.
Also do both you and your friend use the same phone service provider or different providers?
If different providers, check your friend's service provider's website and see if they provide the feature somehow.
Just a thought.

To disable CW in most Android phones open the Phone app (the app that is normally used to make calls) and then press the menu key to see the setting options available. It is usually in there (it differs as to exactly where in there, depending on the make and model number of the phone, so you may have to check all the options available in the Phone app settings ;-)

If the called person has the Call Waiting feature enabled, there is no setting in the caller’s phone that will tell the caller that the called person is on another call .
The caller will get the ringtone signal until the called person either answers the call, declines the call or it is switched to the called person’s voicemail service after the selected ringing period has elapsed (as setup by the called person).
If the called person doesn’t have the Call waiting feature enabled the caller will get the busy signal if the phone is in use.
Call Waiting is not there for the benefit of the calling person to know if the called phone is in use or not. It is a feature provided on the called person’s phone service.
After all it is their phone service and they should be able to decide how they want to use their phone and whether they want to answer another call or not.
There is no way of knowing whether the called phone is in use or just not being answered or if it is a landline service whether the line is faulty and the called phone is not ringing anyway.

I dont get it.
How is it that when someone calls me they know that im on another call and their call is waiting, obviously because call waiting pops on their screen immediately.
Yet, when i call the very same person and they claim to have been on a call hence they were unable to take my call, no notification of my call waiting comes up.
We both have the same phones, samsung s10 and s10plus.
Please help.

@tlm16 , you're absolutely right. I've had this feature in the past, when i was using Samsung S2 and S4. I'm using Xiaomi now and this feature is nowhere to be found. Not in the phone nor the sim settings. I've even checked with my service provider, they don't seem to understand.
@jayeff , I can vouch that I've used this feature before mate. It's a small notification on the screen, stating “call is waiting“, when i dial a person, who's already engaged in another call.

Were you using the same service provider when this feature was working?
Have you still got the other phone(s)(or know of anyone who has those models) to check if it is still working if you swap the SIM over?
My problem is after I hang up . The message call waiting appears on my phone screen for 3min !!

I have a Samsung Galaxy S22 ultra the phone that just came out and I just found out today that it has the "call is waiting" on it. I did not see this feature when I had my note 8.
