I had this problem as well. My ps3 has gotten knocked off the shelf and as a result I got the same fault. As it turned out the hard drive was not fully seated and it wasn’t connected. I pushed it in about 1/8” and system is normal.

Most likely the hard drive has gone bad.

You could try reseating the system storage drive which is located inside a compartment on the side of the PS3. It will require a phillips head plus screwdriver to take out the hard drive secured to the hard drive cage as a screw stops it from being taken out or moved.

Here's a guide on how to replace the hard drive if it is faulty:

You can buy the hard drive from here:

500 GB 5400 RPM 2.5" Hard Drive

Or literally any 2.5" hard drive or SSD will work as well. Just make sure it's at least 120GB or more. You will most likely need to download system software when installing a new hard drive.

For future people, try this. Once the console is off and unplugged, On the left side of the ps3 (I have the cechg01 so yours may vary slightly) there's a little cover. Pop it off by putting a flathead screwdriver (or anything flat and small) into the little notch and pop it off. There will be a little blue screw that you need to take out.

Unscrew it once you do that there will be a little metal handle on the side of the hdd tray, lift that up and pull the hdd the the right (again may vary slightly based on ps3 model). Once you unplug the HDD from the console, try blowing onto the contacts of the HDD and then blowing into the bay to the left where the plug is on the mb. Then put it back in. You can screw it down again but its not necessary.

Try turning on the console again from there. If you get the same do the following:

Turn off the console, wait for the red light to turn on, then press and hold the power button until it turns on and off again. when you see the red light again, press and hold the power button until you hear 2 quick beeps, should go 1 beep wait a few seconds 2 beeps. Once you hear 2 beeps let go of the power button. You should now be in safe mode. From there there should be an option that says system update. Follow the following guide to get the update onto a usb: https://www.playstation.com/en-us/suppor.... Once you have the update on the usb, plug the USB into your console. Click on the system update and follow the instructions on screen.

If you get an error again installing the system software from safe mode, try getting a new hard drive. If you have a spare one, great! Just repeat the second trick, installing system software from safe mode, once you have the new hard drive installed. The new hard drive as it is new and doesn't have anything on it, will of course throw and error if you try to regularly boot up.

If a new hard drive doesn't work after that then from there I have no clue what could be wrong but its possible that the hard drive connector on the motherboard is damaged.
