laptop battery doesn't reach 100% and laptop power off at 70%

i have hp pavilion 17t-ab000 CTO 17.3" laptop the battery doesn't fully charged and stop charging at 92% or 95%  , then when i run my laptop at battery it powers off when battery shows as 70% charging  within 20 minutes of web browsing should i replace that battery ? or there  another solution
