This issue may be fixed if the Galaxy S4 Internal Button Switch is cleaned or replaced. If debris is causing it to be stuck, then it may be that using a can of compressed air would fix the issue. If it appears that it is stuck due to a hardware issue, this switch may need to be replaced.
Some additional info will be needed to look into this: (1) What year is the MacBook Pro 15”? (2) Was there any identifiable instance that may have caused these lines? (drop damage, etc.) (3) Have you tried reseating the LVDS Cable?

Some troubleshooting thoughts: (1) Let the phone charge for at least 30 minutes to see if this fixes the issue. (4) Try a different charging cable. (5) Try a different wall outlet (or USB port). You could try a factory reset to see if this fixes the issue. Further troubleshooting may be dependent on the original reason for the battery replacement (water damage, not holding a charge, swollen). Since both batteries are not starting up the phone, it may be that a) there is a deeper problem within the phone itself or b) both batteries do not hold a charge.

It sounds like you have tried the Network Settings Reset (Settings > System > Reset > Network Settings > Reset > Reset settings) and changed the SIM card. Since the issue began after a repair to fix a charging issue, perhaps your friend could check to see if a part within the phone was damaged during the repair process.
