So three options. first would be cortana could be disabled, which can be fixed by enabling her, second could be a microphone issue like deadly pants said third if you havent restarted your computer at all when this issue started, someone could have ended her process in task manager but thats really all i can think of
So what most likely is your issue, is that you damaged the charge port its self, it can be replaced but thats what your issue is to my knowledge. another way you can check too see if that is the issue check the microphone and see if that works and if the loud speakers work, if neither of them work as well with the charging then you need to get a charging port replacement
i believe the serial number is on the back of the device if not, you can find it in the settings and under a tab similar to about device, and im not too sure if you can actually buy parts to this but if so amazon might be your best bet
So what is most likely the issue, is you’re charge port needs replaced. If you are trying to wireless charge the device, and you are getting the red light blinking then you need to replace your wireless charging pad (inside the phone not the wireless charging pad itself).
ok so even tho alot of the newer phones are advertised as "water proof" thats not always the case, so what sounds like what happened is when the water got into the phone it damaged the rear camera section on the board and when you charged the phone it shorted that part of the board. i have had this happen with the iphone xr and 11 before so thats most likely what happened
So yes, some phones are advertise water resistant phone but too a degree they still can get water damaged, i work at a repair shop and have gotten many phones claimed to be water proof but they still ended up getting water damage. what most likely happen was that your cellular component on the phone got water damaged and if you tried to charge the phone it couldve shorted it. also the touch screen part, the lcd on the phone could have gotten water damage to it but since the pen works fine im not too sure why touch wouldnt work unless the pen doesnt go off of “touch” but instead is detected some other way.
So the digitizer doesnt have anything to do with the touch screen since the digitizer is what gives you the display while the lcd aka the touch screen is what provides the touch, so if you are getting a display then that means your LCD is damaged and needs replaced, I was basically just first defining the two things for you even tho you said you rules the digitizer out. But yeah also there isnt a screen behind the digitizer, the digitizer is behind the lcd which is the touch screen so thats what needs to be replaced
the video microphone on that device is on the bottom of the phone. and i believe this is the only microphone on the device, if there is another one it would be near the top where the front camera is but im pretty sure there is only one microphone on the phone

If the console turns on and begins the database rebuilding process, you’ve fixed the issue – there may be a corrupt file or something similar halting the initial startup process. I am a repair tech at a repair shop we do more but thats what we are called and i love you’re tools, they are just perfect for everything and all i can say really is, be super careful with the screen and the prox flex, they can be eaisly ripped and really ruin you’re day because to restore the face id with a new prox requires micro sodering but other then that just be careful
