I would suggest backing up your files and performing a manual clean install. You can use disk utility to partition the new Samsung to journaled instead of APFS and then installing high sierra. If you upgrade, stubbornly OS X will be converted to APFS, but on a manual clean install the conversion does not occur.
Due to planned obsolescence, Apple no longer supports the iPad mini 1st gen. There is no way to update beyond iOS 9.x. Either switch to Android with OS 5 or later (on Android, apps don't care what version OS have as long as it is newer than 4.4.4), or buy a new iPad / iPad mini, and make sure its the latest because you have only a certain set of iOS updates you are allowed.

The original clicking was due to difficulty reading the platters. Now it would have been possible to recover the data because it was minor errors and remap around the errors. The damage caused by dust and other particles is much larger, and when it catches under the head while the drive spins, it will scrape more data off the drive. You will now need an expensive technician to forensically recover your data, or call your drive a total loss.
