Turns over but won't start

Purchased used, it's been sitting so I replaced the gas and fuel filter. Replaced the air filter oil and oil filter. Battery is fully charged. Turns over but won't start. If you take the air filter off and out your hand over the intake hole it will start. Any ideas?
