It doesn't turn on even not a battery charging

Use a Voltmeter to check that there is 19.0V DC on the output plug of the charger to prove that is supplying the power to the laptop.

If the charger is OK then you need to open the laptop and check that the DC-In jack (example only) is OK and that there is continuity through the jack to the motherboard. Sometimes the centre pin of the connector breaks internally. They cannot be repaired, they have to be replaced.

You initially don’t have to remove the DC-In jack, just disconnect the DC-In jack cable plug from the motherboard and then use an Ohmmeter to test the wires for continuity between the input to the jack and the red and black wires on the jack cable plug.

Note: When working in a laptop always disconnect the battery from the motherboard as soon as it is accessible after opening the laptop and before doing anything else.

If the jack is OK then there's a problem on the motherboard and further testing using the schematics for the board would be required to find out what's wrong.
