Ps vita not charging.

Hello,

My ps vita is not charging. I have tried everything. I tried unplugging and replugging in the battery, I tried a new battery, i tried a new cable, i also tried this app on the vita that worked for some people in fixing the battery but it didn't work for me. When i changed my battery, it charged until i took off the power cable and when i would try to charge it again, it just wouldn't charge. I have been dealing with this issue for a while and i have tried everything i can. I don't want to bring it to a technitian because i don't have the time or money for that.
