@benancyber besides the fan, what have you checked? Start with the basics of your troubleshooting.
- Check that the computer and monitor are plugged into a working electrical outlet.
- Check that the voltage select switch (some models) is set to the appropriate voltage for your region (115V or 230V).
- Check that the computer is turned on and the green power light is on.
- Check that the monitor is turned on and the green monitor light is on.
- Check the Power LED on the front of the computer to see if it is flashing red. The flashing lights are error codes that will help you diagnose the problem. Refer to Appendix A, POST Error Messages on page 246 for more information.
- Turn up the brightness and contrast controls of the monitor if the monitor is dim.
- Press and hold any key. If the system beeps, then the keyboard should be operating correctly.
- Check all cable connections for loose connections or incorrect connections.

Not sure when you say "done all" whether this included a full power refresh by disconnecting the power to the PSU and then accessing the motherboard to remove the RTC coin cell battery from the motherboard and then holding the Power button operated for 30 seconds?
If not try doing that. When the RTC coin cell battery is removed, measure its voltage. If it is <2.5V DC or the battery is >4-5 years old, replace it. The battery type is stamped on the battery itself. Usually they are CR2032 or CR2026 which are available everywhere e.g. supermarkets
Remember to reinsert the RTC battery (+ve on top as marked on the battery) and then reconnect the power to the PSU and turn it on and check if it starts OK.
