Bought a 2018 vip 50cct with carb issues

Bought a 2018 vip 50cc with carb issues, I replace the carb and still chokes,I replace the throttle cable to check cause the rpm are all crazy goes up and down without moving the moped pls I need answers

Does this carburetor use a float or diaphragm? Float type carbs need either fuel pressure from a pump or gravity feed to keep the carb full of fuel. A diaphragm type carb uses 2-stroke engine crankcase pressure to operate a diagram in the carb to pull fuel from the tank.
