I'd like to fix this thing and either return it to it's original owner or sell it. The screen is shattered and it does not at all respond when plugged in…..but there seems to be no water damage and the frame appears perfect. i have a $200 quote for a new screen installed. what should I do?

You will have to presume the phone will be iCloud locked. I would connect it to your pc or mac and see if it is recognised, you will probably need to put it into DFU or recovery mode if it has a passcode.
The only way to find the owner would be if it has not got a passcode and you can view there information but this will be highly unlikely.
You really need to find the lock status before spending any money. You could try restoring it via 3uTools or iTunes and see if it will activate, you shouldn’t need a working screen for this. Or see if there is an IMEI number on the sim tray which you could check on a website.

You could try to see if siri will work and ask her "who do you belong to" and she will tell you about who the iPhone belongs to. That's all she will tell you. You could also try to ask her to call "mom" or "dad", but I'm not sure if the phone will let you use siri after a restart.
