2DS won't charge and shows no charging light

Hello! I bought a 10€ 2DS just for fun but it doesn't charge the battery.

What I've checked so far:

• Battery (ok. Charged externally, holds it's charge and powers the system just fine)
• Charger (5V ok)
• Charging port and fuses
• With the 2DS opened up and the charger attached it doesn't start. The yellow charging indicator doesn't light up at all. I have the 5V off the charger on fuses F1 and F2, before and behind the voltage filter and even on the battery pins.

I think the charging IC is shot. Or are there other things to check? Maybe it's an easy fix.
