Drive is not spinning some discs correctly and making loud noise

Suddenly, my DVD drive cannot read certain discs. When it tries, it makes a loud whining noise when spinning and gets read errors. Other discs read perfectly fine!

I opened the drive to investigate. The problem seems pretty simple: the way this drive motor works, like many CD/DVD drives, is the there is a soft o-ring like material on the surface motor head. See the black outer ring in this photo:

That is what makes actual contact with the inner disc ring, and when the disc is seated it is under pressure and forces the disc to spin with the motor. On my drive’s motor head, however, this material has worn away and the failing discs are probably just slightly thinner ones are slipping against the motor instead of spinning (I do notice some signs of that on the discs themselves looking at the inner ring).

So knowing the cause, my question here is how do I fix this? I don’t know what this soft ring material is called, or where to get a proper replacement to stick on the drive head. This looks like a very cheap, inexpensive fix (like most electronic failures), and it would be overkill to change the motor or even whole drive over something this simple.

Thoughts on what you would use to fix this?

You are having problems with the spindle motor disc holder.

You will have to change the complete spindle motor assembly - Mabuchi RF-300FA-12350 DC Motor, as the disc holder is integral with the motor.

It's available in eBay.
