Whirlpool Ice Maker Appears to Have NEVER Worked?

Just moved to our house in October. The fridge came with the house. There is no ice in the ice dispenser. Pulled the fridge out and found there was no water line hook up. The blue plastic cap was still on the intake, indicating that it had never been installed. I hooked up the intake, but the ice maker is still not working.

Confirmed that there is water flowing through the intake.

Is there something more that I need to do?
