Washer won't spin freely smells like burnt rubber

I have a Whirlpool Duet washer and after a load being out of balance the tub will not spin freely, smells like burnt rubber, and the rubber boot seal is off center from the metal tub…can this be easily fixed? Model WFW9150WW01
