New SSD hard drive need formatting

My hard drive failed and I replaced it with an SSD card. I am now trying to format the drive and am only getting a flashing folder. I have made (I think) a bootable thumb drive but even holding an array of command down at start up, nothing seems to allow me to boot up from that drive. I have a time machine on an external drive also which I will use to populate my SSD once I format the disk. Any help please?

Please test your thumb boot drive on another Mac. Make sure the system is not to high

I am trying to use high Sierra (what was installed on the machine before it failed). I made it on the Mac laptop and it seems to be working.
