So as my mom told me she was using Her iPhone 7 plus like every other normal day until a message appeared that the phone was overheating and needed to rest my mom left the phone for 20 minutes and came back she didn't notice anything wrong with it until she tried to use the rear camera it didn't work just a black image appeared then she found out that neither does the flashlight work. Any ideas of what the problem might be?

If the rear camera has failed, then the front camera and flash will not work. So the logical thing to try is a replacement Rear Camera to see if that solves the problem. Keep in mind that the camera is quite expensive.
If the phone came in contact with water, the issue could be logic board related.
EDIT:
If the Rear Camera(s) don’t work, then the flash will not work either. Replace the Rear Camera to see if that solves your problem.

But the front camera works just fine?
You just said before both cameras don't work so if front camera works fine then the rear camera needs replacing.
My mom has 7 plus 2 cameras on back 1 in front
