Power button/screen lock malfunction

So for the past month, my phone has been doing this wonderful thing where every time it turns off or reboots itself (not sure why it randomly does that either), it gets stuck on a 'optimizing app 1 of 1' and it'll stay that way for 20 minutes before going to my lock screen. But since then, every time I go to lock my screen, it'll come back up. I'll lock it from my home screen and my lock screen will light up. Half the time it takes 8-10 clicks of the power/lock button to lock it completely. Rebooting it doesn't work because of that optimizing crud. So what the Frick crack?!
