My phone doesn't open when i restart it or shutdown it and doesn't charge when it is turned off
I remove battery and leave it for around 15 minute and then try to turn it on again
And it works.
What is the problem in its hardware?
Which ic should i change?

Mostafa Samy before changing any IC you do want to go ahead and change the battery. Get a new battery first. Then check your charger and your charging port and make sure that those parts are okay. Always start with the easy stuff...
